I do not comprehend the suggestion of the ston: the Collecty. in regard to one of the Magistrates making special rivestigation, nor do I know under what authority he can do so, but I think it is open. to this Excellency in Council to appoint a Commcision to take evidence on oath or declaration or declaration

pursuant to Ordnance N. 27 of 1886 / The Commissioners Powers Ordinance) which confers the

necessary powers if embodied in the Commission,
